The project of urban development in the northern growth triangle and attractive opportunities in Quang Ninh have created an attraction of investment to develop new urban areas and exploit tourism strength in Quang Ninh in general and Ha Long city in particular. According to the general development plan of Ha Long city to 2020 approved by the Prime Minister urban Decision No. 250/2003/QD-TTg dated 20/11/2003 in which the area's population was expected to reach to more than 60 thousand people and the number of visitors to increase to 5-7 million per year.

The project's advantage is that the north bordered the main axis of Highway 18A, the south was adjacent to Ha Long Bay, where would form a favorable living space and luxury resorts in the city. Thus, the detailed plan of the project at the gateway of the city was very essential, highly feasible and should be quickly put into the implementation.
