3. Legal information of the real estate:
NBB Company was assigned by the People’s Committee of Quang Ngai province as the investor of the Son Tinh – Quang Ngai Residential Area project in document No. 3745/UBND-CNXD dated December 13, 2007; Investment Certificate No. 34121000043 dated March 6, 2009; Amended Investment Certificate No. 34121000043/GCNĐC1 dated July 22, 2013; Decision to amend the Investment Certificate dated April 16, 2019; Decision No. 533/QD-UBND dated June 28, 2021, on approving the adjustment of the investment policy and simultaneously approving the investor; Decision No. 145/QD-UBND dated February 1, 2024, on approving the adjustment of the investment policy and simultaneously approving the investor.

On December 5, 2008, the People’s Committee of Quang Ngai province approved the detailed planning of the Son Tinh – Quang Ngai residential area project in Decision No. 2155/QD-UBND; Decision No. 1125/QD-UBND dated March 27, 2014, of the People’s Committee of Son Tinh district on the partial adjustment of the detailed planning at a scale of 1/500 of the Son Tinh – Quang Ngai residential area project; Decision No. 3352/QD-UBND dated June 23, 2021, of the People’s Committee of Quang Ngai City approving the partial adjustment of the maximum building density and maximum building height for resettlement land plots under the detailed planning project at a scale of 1/500, Son Tinh residential area – Quang Ngai; Decision No. 4499/QD-UBND dated October 11, 2024, of the People’s Committee of Quang Ngai City approving the partial adjustment of the detailed planning at a scale of 1/500, Son Tinh residential area – Quang Ngai.

On February 10, 2010, the People’s Committee of Quang Ngai province issued Decision 29/QD-UBND on the revocation of land from several households and individuals, the People’s Committee of Son Tinh town, and the People’s Committee of Tinh An Dong commune, Son Tinh district, which were managing and using the land, and the allocation of land with land use fees to Nam Bay Bay Investment Joint Stock Company for the construction of the Son Tinh – Quang Ngai residential area; amended by Decision No. 91/QD-UBND dated April 11, 2014 of the People’s Committee of Quang Ngai province on the amendment of Decision No. 29/QD-UBND dated February 10, 2010; Based on Decision No. 379/QD-UBND dated April 27, 2018 of the People’s Committee of Quang Ngai province on amending and supplementing some contents of Decision No. 29/QD-UBND dated February 10, 2010 and Decision No. 91/QD-UBND dated April 11, 2014 of the People’s Committee of Quang Ngai province.

Based on Official Letter No. 6217/SNNMT-QLĐĐ dated November 12, 2025 of the Department of Agriculture and Environment of Quang Ngai province regarding the issuance of a Certificate of Land Use Rights and Ownership of Assets Attached to Land for NBB Company.

Based on Official Letter No. 7387/SNNMT-QLĐĐ dated December 3, 2025, from the Department of Agriculture and Environment of Quang Ngai Province regarding the updating and correction of cadastral records and land database for Nam Bay Bay Investment Joint Stock Company (Certificate of Land Use Rights and Ownership of Assets Attached to Land, Batch 12, for the unit, for residential land comprising 110 lots/11,379.9 m2 attached):
